Mr. Hooker is the senior vice president of Keystone Human Services and Chief Executive Officer of Keystone Human Services International. As chief executive officer, Mr. Hooker assures that the operations and services of the organizations are compatible with and in support of the Board approved Vision, Mission, strategic initiatives and policies. His other responsibilities include strategic planning, supervisor of corporations and agencies, formation and oversight of management boards, fund raising, legislative relations, relations with funding sources and training.
Mr. Hooker is dedicated to assure that the quality of services and supports are continuously improving, and that the organization operates in compliance with regulatory, legal and contractual requirements. His primary responsibility is to assure that the organizations associated with Keystone are financially sound and operate in conformance with generally accepted accounting policies.
Mr. Hooker has over 30 years of professional experience in Human Services, 25 of which in administrative capacities. He has served as the chief executive officer of hospitals that provided comprehensive inpatient psychiatric services. He has also served as the executive director for free-standing drug and alcohol rehabilitation centers. The last ten years have been with Keystone Human Services.
Mr. Hooker received his Bachelor of Arts in social welfare, with a minor in psychology, from Kutztown State College, Kutztown, Pennsylvania. He earned his Master of Science in management from Lesley College, Cambridge, Massachusetts.
Mr. Hooker currently serves as a Board member of the American Network of Community Options and Resources (ANCOR), Keystone Human Services International, Keystone Human Services International Moldova Association, Keystone Foundation for Children and Families (Russia) and serves as a member of Pennsylvania Association of Resources for People with Mental Retardation (PAR), American Chamber of Commerce in Russia (AMCHAM), and the American Russian Chamber of Commerce and Industry (ARRCI).
Charlie and his wife Kathy reside in Mechanicsburg, and have three grown children. Their twin daughters are attending Towson University and majoring in nursing, and their son is pursuing a career in Information Technology.
