Keystone Service Systems Southeast (KSE) began after a series of discussions with parents, the Department of Public Welfare and advocates, around the need for community based services and supports for individuals with autism. KSE now offers an array of supports to individuals with an Autism Spectrum Disorder and people with mental retardation, including Residential, Supported Living, and Home and Community services.

Residential Living Services

Residential Living Services support and assist people within their communities in natural settings of home. Many individuals are able to transition to other types of supported living arrangements, after receiving education and skill development based on needs identified in their plans. Individuals typically live in agency owned/rented homes, yet they are considered belonging to the people who live in them. Many individuals bring their own furniture for their bedrooms as well as decorations in order to personalize the residence.

Types of assistance offered include following through with goals established in plans that are person centered. Examples of this service may be exposure to a variety of social and recreational activities, support to engage in hobbies and special interests such as observance of cultural and religious preferences and assistance in developing and maintaining relationships with others and families.

Individuals receive support in personal care, household management, shopping, money management, cooking and meal planning, care of personal belongings, use of adaptive devices, health care and accessing medical services when needed, learning socially desirable behaviors when necessary, and learning alternative means of communication.

Our fully trained staff helps individuals with making educated choices, helping become familiar with and a part of their community, finding jobs and on-the-job training.

Reimbursement for services is through contractual arrangements between County MH/MR offices, the State of Delaware and the Office of Social Programs.

Supported Living

Supported Living Services provide opportunities and activities to individuals interested in developing their growth potential and learning to become self-sufficient. Plans that are person centered are developed in order to document what is important to each individual.

Services are primarily located in Montgomery and Bucks Counties in PA and are provided to individuals through a variety of support models.

Supports provided to individuals create an environment that promotes relationships with friends, family, roommates, neighbors, landlords, work and community organizations.

Generic services are available in the immediate areas and public transportation provides access to specialized services and resources. Keystone employees may also provide transportation when public transportation is not available. Our fully trained employees provide supports based on individualized personal support plans, often on a 1:1 basis. The amount of direct contact varies depending on each person's unique capacities.

Home and Community Services

Home and Community Services are designed to provide support to persons with developmental disabilities on a very individualized basis. Support is primarily provided to persons who are living at home with their families, and may also be provided in other environments to enhance existing services.

These services are based on plans that are person centered and are designed to provide flexible and individualized supports that may include:

  • Providing "Hands-on" supports in all aspects of activities of daily living and personal care.
  • Providing support to participate in community integrative opportunities and activities
  • Providing respite services
  • Participating as a member of the person's Interdisciplinary Team
  • Providing Behavioral consultation
  • Providing goal plan development and implementation
  • Providing training for family members or others identified by families as support providers for their family members
  • Networking and support coordination with other Service Providers
