James LaGraffe, Executive Director, Keystone Human Services of Lancaster

Jim LaGraffe assumed his current role as Executive Director of Keystone Human Services of Lancaster in April 2007. After receiving a Bachelor of Science degree from the State University of New York at Oswego, he completed graduate studies at the Maxwell School of Citizenship at Syracuse University, where he studied public administration.
Jim has been honing his leadership skills within human services organizations since 1990, and he comes to Keystone with an impressive foundation of experience in the community-based advancement of individuals with intellectual disabilities. He has participated in numerous community and organizational committees dedicated to the highest standards of support.
Committed to the healthy and effective provision of human services, Jim is dedicated to ensuring that all staff of Keystone Human Services of Lancaster receive the training and support needed to complete their duties. He is available to all staff and service recipients to discuss their questions and concerns as an active component of his primary goal: To establish Keystone Human Services of Lancaster as the premier point of choice for anyone requiring its services or seeking a career helping others.
Joanne DeHaven, Director of Human Resources

Joanne DeHaven assumed her role as director of human resources in May 2009. With over 12 years of experience in human resources, she has extensive knowledge in recruiting, training, employee relations, safety and benefits administration. Joanne oversees all of KHSL’s human resource department. She is an active member of the Society for Human Resource Managers (SHRM).
After retiring from the U.S. Army, she received a bachelor’s degree in business administration from Millersville University.
Jessica King Filkosky, Quality Manager

Jess has been with KHSL since 2003, first as a Program Director in the Family Support program, then serving as Director of Family Services, and currently she functions as Quality Manager. She earned her B.A. in psychology at Franklin & Marshall College in 2001 and worked with children with behavioral disorders at an after-school program for 2 years before joining Keystone. As Quality Manager, Jess is responsible for coordinating and facilitating numerous quality initiatives that are applied to KHSL and the organization as a whole. She collects, maintains, and analyzes data and information as a means of identifying areas of improvement and she monitors the effectiveness of various quality initiatives. Jess works in conjunction with members of KHSL Leadership, other Agency Quality Managers and the KSS Director of Quality to implement the mission and purpose of Keystone Human Services.
Robert Haas, Senior Accountant

Robert has been the Senior Accountant for Keystone Human Services of Lancaster since April 2006. He has a bachelor's degree in accounting from Millersville University and is currently pursuing an MBA.
Robert has a broad range of accounting and leadership experience in several different industries, including manufacturing, communications and security. He is a member of the Keystone Speakers Bureau, and he also volunteers at the Elizabethtown Public Library.
Fernande Joseph, Service Director

Fernande Joseph’s journey with Keystone Human Services of Lancaster began in 1999 when she started working as a direct support professional. In January 2002, she was promoted to program director for two waiver programs, and since January 2008, she has served as the service director. A graduate of Kansas City College and Bible School with a bachelor’s in elementary education, Fernande has exemplary leadership skills. She is dedicated to serving people receiving services and has developed trusting and collaborative relationships with the people she supports, their families, allied agencies and her employees. She speaks three languages and enjoys providing translation services to her church as well as translating legal documents.
M. Hossein Kianzad, Mental Health Professional

As a Mental Health Professional, Hossein is responsible for providing supervision and training in treatment development and implementation to direct care employees. He provides leadership to the Lancaster Mental Health Referral Committee for potential consumers. Hossein received his Bachelor of Arts degree in Social Work in 1979 from the University of Florence in Italy, and his graduate degree in Adult Education in 1984 from the University of Sienna in Italy. He has done post graduate clinical studies at the Institute of Psychoanalysis in Bologna, Italy before moving to the United States in 1986. He started with Keystone Residence of Dauphin County Mental Health Services in 1987. He has been working with Keystone Human Services of Lancaster Mental Health Services since 1989. Over the last twenty years, he has had the opportunity to work with different providers, hospitals, county mental health supervisors, case managers, families, and clients. He speaks three languages, loves to travel and enjoys being exposed to different cultures.
Dee Leach, Service Director

Dee began her time with Keystone Human Services of Lancaster in 1992 as a direct care worker. Since then she has been a program director for many homes throughout Keystone Human Services of Lancaster, and she is currently a service director for four Lancaster homes.
Along with her leadership in the Lancaster agency, Dee is the Associate Training Coordinator in charge of New Employee Orientation. She also helped to coordinate the International Practical Training Program for several years.
Dee is a certified instructor in First Aid, CPR and Medication Administration, and she enjoys teaching our new employees.
Jessica McPherson, Director of Education and Development

Jessica McPherson comes to Keystone Human Services of Lancaster as a graduate of Temple University’s Master of Education program in Educational Psychology/Instructional and Learning Technology (2007). For the last 10 years, she has been working as a consultant with organizations in Pennsylvania and Canada whose main mission and vision is the positive support of the people within the developmental disabilities community. Jessica has facilitated and supported the development of many person-centered planning processes that have organized, guided and directed individual and organizational growth.
Jessica joins the Keystone Human Services of Lancaster as the new director of education and development. Her responsibilities include refinement of existing training activities as well as the development and cultivation of new educational opportunities that contribute to the continued success of Keystone as an agency provider in the Lancaster County area.
Jo Anne Meyer, Director of Mental Health Services

Jo Anne Meyer assumed her current role as director of mental health services for Keystone Human Services Lancaster in 2009. She has been with Keystone Human Services since 1998, when she joined Keystone Community Mental Health Services as a program coordinator for Community Residential Rehabilitation (CRR) Services in Dauphin County. In 2000, she was promoted to program administrator and was responsible for the administrative oversight of all CRR Services in Dauphin County under KCMHS. CRR Services assisted 60-70 individuals each year to successfully transition into communities of their own choosing.
Before coming to Keystone, Jo Anne worked in an acute care psychiatric unit in Pittsburgh. In 1997, she received a bachelor’s degree in psychology science from the University of Pittsburgh. Interested in increasing her clinical skills and expertise, she graduated from Shippensburg University with a master’s degree in mental health counseling in 2005. While studying for her master’s, Jo Anne worked as a therapist in a Partial/IOP Program and later as a mental health professional for the LTSR service under KCMHS.
Since she began her career in human services in 1994, Jo Anne has been dedicated to supporting people with mental illnesses on the path to recovery. Passionate about community integration for persons with mental illnesses, she is an advocate for continual improvement of the quality of services available to people in need and is committed to providing the best possible supports to people residing in Lancaster County.
John Nelson, Service Director

John has been with Keystone Human Services of Lancaster since 1995. John got his BS degree from Houghton College and graduated from Bethel Theological Seminary. John was a Youth Pastor for ten years prior to working for Keystone Human Services of Lancaster. John had been the Director of the Children's Programs and currently serves as a Service Director in our Waiver Programs. John serves on the Treatment and Ethics Committee and is one of the agency's HIPAA Privacy Officer.
Laura Preiss, Human Resource Assistant

Laura graduated with a BA in Psychology from Millersville University and has worked with Keystone Human Services of Lancaster for the past twelve years. In her tenure with Keystone, she has held a variety of positions ranging from Direct Care to Director of Family Services. In 2008 Laura accepted the position of Human Resources Assistant bringing with her a wealth of knowledge and experience relating to the services provided by Keystone Human Services.
As HR Assistant, Laura will be concentrating her efforts on Recruitment for the agency. This involves, but is not limited to, connecting with local colleges and educating prospective employees on the services Keystone Human Services offers, as well as our vision, mission, and values.
Reuben Schonebaum, Director of Clinical Services

As Director of Clinical Services, Reuben Schonebaum is responsible for providing leadership to the clinical support team. For more than three decades, he has devoted his career to making a difference in the lives of persons with developmental disabilities, persons recovering from mental illness and people who are aging. Prior to joining Keystone Human Services of Lancaster, he has worked as a consultant, treatment provider and administrator in community services, hospitals and public facilities. He has also worked as a psychologist and administrator in nursing homes and assisted living facilities. Reuben is a licensed psychologist in Pennsylvania. He received a bachelor's degree from Queens College of the City University of New York in 1964 and his doctoral degree in psychology from the University of Connecticut, Storrs in 1971. His other interests include gardening, history and politics.
Christine Sebastian, Community Quality Assurance Manager

Christine has been a part of Keystone Human Services of Lancaster since 1996. She began her career with KHSL working in mental health services as a direct care worker and later moved to the waiver programs as a program director. After serving as a service director, she became the community quality assurance manager. She also serves on the Treatment and Ethics Committee. Christine graduated from Immaculata College with a bachelor's degree in English, and she has worked with individuals with disabilities for over ten years.
Michelle Seidle, Service Director

Michelle has been employed with Keystone Human Services of Lancaster since February 1991. Her career in human services began in 1988 when she began working as a direct care employee with the PAI Corporation. She moved into program management when she joined the Shadowfax Corporation. She has done an outstanding job as a service director for KHSL, often setting the example in quality and excellence in supporting individuals in having rich personal lives and assuring that the programs meet or exceed state requirements. Michelle serves as the lead Medication Administration trainer, is a member of the Treatment and Ethics review panel, services as the domiciliary care coordinator and is a certified investigator for the agency.
Kay Ulmer, Office Manager/Executive Assistant

Kay Ulmer serves as the office manager and executive assistant for Keystone Human Services of Lancaster. With over 20 years of administrative and business experience, she is well-qualified for the fast pace of KHSL. Before she joined Keystone, she worked as an office manager in the career transition industry, where she refined her skills in providing quality customer service. Kay earned her associate's degree in business management from HACC Lancaster Campus.
Linda Welsh, Service Director

Linda has been a Service Director with Keystone Human Services of Lancaster since 1998. Linda received her BA in Political Science from Dickinson College and graduated from Pittsburgh University with a Juros Doctorate Degree in Law. She studied in Bologna, Italy for a year and spent a summer working with Congressman William Goodling. Linda practice Domestic Relations Law for 7 years and decided that was not her calling. Linda has received very intensive training in clinical supervision offered by Department of Public Welfare and is considered highly skilled in the area of clinical support. Linda is an active participant in Social Role Valorization. Linda serves on the Treatment and Ethics Committee and is responsible to monitor the HCSIS information system for the agency.
Ronesha Willis, Human Resources Coordinator

Ronesha Willis joined Keystone Human Services of Lancaster in July 2010 as the Human Resources Coordinator. She is responsible for the new hire process, managing employee benefits, maintaining the HRIS database and serving on relevant committees. Before coming to KHSL, she served as an employment specialist for Country Meadows Retirement Communities (CMRC) in York, PA. With professional affiliations with the Society for Human Resource Management York Chapter and Zeta Phi Beta Sorority, Inc., she has a strong background in human resource policies, as well as a passion for community service and development.
She earned her bachelor’s degree in business management with a concentration in management from Lock Haven University of Pennsylvania. Ronesha was born and raised in York, PA, and she still lives there with her husband and daughter.
