The Edna Silberman Humanitarian Service Award

Edna Silberman

The Edna Silberman Humanitarian Award was established in 1991. Each year, the Edna Silberman Humanitarian Service Award Committee, appointed by the Keystone Human Services Board of Directors, chooses an awardee from nominations submitted from throughout the Community. Criteria for the award are as follows:

"The individual who, as a humanitarian, has made significant contributions to individuals, the community and Keystone Human Services and has played a major role in making Keystone's vision real in the lives of others."

Edna Silberman was a co-founder and long-time friend of Keystone who worked tirelessly and with much energy in support of individuals with mental illness and developmental disabilities. Edna served as the Executive Director of the Aurora Club, host of WGAL-TV's Spotlight Series, and a board member of the Children's Play Room Inc. She was active in Hadassah, Kesher Israel Sisterhood, and many other Community organizations. Edna mentored many young people in the Community Movement and had a lasting influence on so many people. She was a loving mother and wife to her children and husband Ben and a passionate friend to and advocate for people with disabilities. Edna passed away in 1993.

Keystone Human Services is proud to announce that the 2008 recipient of the Edna Silberman Humanitarian Award is Dr. Robert A. Scott. Not only has Dr. Scott served nearly twenty years as a member of Keystone's Board of Directors, but he has devoted years of research and teaching to human services. As a professor emeritus at Pennsylvania State University, Department of Behavioral Sciences and Education, he has focused on a variety of topics, including motivation and achievement, personality theories, cognitive development, family systems, cultural influences in treatment, and strength-based assessment approaches with children and youth. Before his appointment at the Pennsylvania State University School of Medicine, he served as a counselor in the juvenile justice system and a psychiatric hospital.

Dr. Scott serves as president of R. Scott Associates, where he and his associates provide state-of-the-art training and consultation for private and public organizations in the areas of strategic planning, cross-cultural communication, conflict resolution, management and supervision, leadership, achievement, motivation, clinical documentation, and individualized treatment planning.

A native of Reading and a marine corps veteran, Dr. Scott and his wife, Anne, have three daughters.
