Patricia Sipe, CEO

As the Chief Executive Officer for Keystone Children and Family Services, Patricia Sipe leads by example. Her door is always open to the people our agency supports and our employees.
Patti started work with Keystone in 1981 as a live-in employee in a residential home. Since that time she has held progressively more responsible positions within the agency as Program Director, Service Director and Executive Director. This experience, along with her undergraduate degree in Criminal Justice and her Master's Degree in Human Services, provides a broad perspective from which to draw when making sometimes very difficult decisions. Patti took Keystone Residence, a small agency serving less than fifty people in one county, and developed a team that now supports more than four hundred people in ten counties.
Patti routinely demonstrates her commitment to providing superior services, always challenging her employees to find new ways to do things better. As challenges arise, she seeks the knowledge and resources to overcome the obstacles. With a focus on quality, Patti relies on her business eye to continually review and analyze available information, searching for trends and seeking new methods and best practices to assist her employees in designing individual supports to meet the unique needs of the many people Keystone supports.
Ernie José, Director of Human Resources

Ernie José joined Keystone in 1988 in a direct service capacity but soon became part of its Human Resources team as the Employment Specialist. From 1992 to 1996, he served as the HR Specialist for Keystone Residence of Lancaster. From 1996 to 2000, he functioned as the HR Specialist for Keystone Family Support Associates. In 2000, he became the HR Director of Keystone Children & Family Services when Keystone's various children's services were consolidated into one comprehensive umbrella agency.
Ernie is a graduate of the University of South Carolina with a BA in Psychology. He served four years with the U.S. Army in Germany, where he developed his skills as a Personnel Officer in a combat unit.
As an HR Professional, Ernie holds a special interest in staff and leadership development. He has made the training of employees one of the key focus of his job in KC&FS.
Dr. Carlos F. Pozzi, Director of Clinical and Psychological Services

Dr. Carlos Pozzi serves as Keystone Children & Family Services' Director of Clinical and Psychological Services. He is a licensed psychologist with both clinical and administrative experience and a specialty in child psychology. Before joining Keystone, he served on the faculty of the doctoral of psychology program at Wheaton College. He also served as the director of clinical training. Dr. Pozzi has authored several articles and book chapters on social justice and diversity in psychology.
Felicia Lewis, Quality and Education Manager/Privacy Officer

Felicia Lewis is the Quality and Education Manager and the Privacy Officer. Before taking this position, she served as the Program Director of Family-Based Mental Health Services. She received her Masters in Health and Human Services from Lincoln University and holds a certification as a Certificate Criminal Justice Professional (CCJP). Felicia rejoined Keystone Service Systems, Inc. in August 2005. She began her career with Capitol Area Head Start as Community Liaison & Social Service Assistant and was promoted to Parent Involvement Coordinator. Felicia left the agency to explore other venues, but has returned to her passion of working with families and children.
Nancy Fierer, Director of Susquehanna Service Dogs Program

Nancy Fierer is the founder and director of Susquehanna Service Dogs. She is a member of the Board of Directors of Assistance Dogs International. She and Susquehanna Service Dogs mentor several other service dog programs in the United States, Germany and Chile. In addition to training and placing assistance dogs, Nancy is a dedicated and enthusiastic clicker trainer, environmentalist, mother, grandmother and wife. In 1999 she and her husband were awarded the Edna Silberman Humanitarian Award.
Jo Pepper, Executive Director of Capital Area Head Start

Jo Pepper is the Executive Director of Capital Area Head Start. She received her Masters in Education from Penn State University and has been involved with Capital Area Head Start since 1979. Jo is a graduate of Head Start Management Fellows Program at the University of California in Los Angeles and is a participant on Head Start Program Review Teams. Jo is also a presenter at local, regional, and national conferences.
Stephen Bozelli, Senior Accountant

Stephen Bozelli serves as Keystone Children & Family Services’ senior accountant. Steve’s background working for a nonprofit agency in a hospital setting, as well as his hands-on approach, has greatly benefited KC&FS’s operations in meeting the complex and diverse needs of our various funders. He received a bachelor’s degree from Saint Vincent College and a master’s degree from Indiana University.
H. Keith Taylor, Director of Family Preservation and Reunification Services

In 2007, Keith Taylor joined KC&FS as an assistant clinical care manager for the Host Home program, and he currently serves as the director of Family Preservation and Reunification Services. Keith has an extensive background as a lead outpatient therapist, five years of experience as a program director for Family-Based Mental Health Services and over 15 years of experience as a trooper and corporal with the Pennsylvania State Police. He earned his master’s degree in human services from Lincoln University.
