Home and Community Based Support Waiver
The "Home and Community Based Support Waiver" (HCBS) is a state and federally funded program that provides community supports to individuals with mental retardation and their families who meet certain eligibility criteria.
Specific kinds of supports made available in this program are:
- Community Residential
- Supports needed in one's living arrangement
- Day time activities
- Supports related to employment and employment training
- Respite services
- Physical, occupational, behavioral, visual/mobility, and speech therapies
- Visiting nurse services
- Physical adaptation services
- Transportation services
- Homemaker services
- Personal support and community integration
- Adaptive appliances and equipment

In addition to financial and level of care criteria, specific eligibility criteria for a person to receive supports in this waiver includes being 3 years of age or older.
This program is administered by local County MH/MR Programs and is part of the Pennsylvania Office of Mental Retardation's Transformation Process. For more information on "Transformation" click here.

The second waiver in Pennsylvania is the Person/Family Directed Supports Waiver (PFDS). This Waiver offers all of the services in the HCBS Waiver with the exception of community residential services. For more information on this Waiver click here.
