Paula Davenport, Executive Director

Paula is the Executive Director for Keystone Family Support Associates and has held this position since 1993. She has worked with Keystone for 26 years and over the years has administered a wide variety of human services and developed expertise in serving children, adults and families with disabilities in the community. Committed to the belief that people with disabilities deserve to experience the richness of life in the community, she has led development teams for many new services and agencies created within Keystone over the past 26 years. She has experience in several human service fields - mental retardation, mental health and autism. She is also an experienced educator and organizational development consultant. Her specific areas of expertise include values based leadership development and strategic planning. She has a Bachelors Degree in Psychology from Dickinson College. She has studied the philosophy of Social Role Valorization and is an educator with the Keystone Institute. She is a member of the Central PA Society for Training and Development.
Joan Asper, Financial Coordinator

Joan has been the Financial Coordinator for the agency since 1987. She has a Bachelors Degree in Business Administration from Penn State Harrisburg. In her professional capacity she oversees all financial functions, including accounts payable, accounts receivable, payroll, and general ledger financials. She specializes in developing and managing individualized budgets.
Dorothy Serina, Director of Human Resources

Dorothy (Dottie) is the Regional Director of Human Resources for Keystone Community Mental Health Services, Keystone Residence and Keystone Family Support Associates and has been employed with Keystone since 1987. In this capacity she overseas all human resources functions including selection and hiring, personnel records, legal compliance, compensation and benefits. Dottie has over 20 years of experience in human resources and holds a Bachelor's Degree in Sociology from St. Johns University in New York. She is a member of the SHRM (Society of Human Resource Management) and CASHRM (Capital Area Society for Human Resource Management). Dottie also actively participates in PARF's Human Resource Committee.
Karen Anthony, Service Director, Family Living Program

Karen has a Bachelors Degree in Social Welfare from Shippensburg University. Karen has been employed with Keystone since 1994. Her experience includes direct support to individuals as well as program management. Prior to her employment at Keystone, Karen worked as a caseworker for a county children and youth agency. She also did an internship at State Youth Development Center providing services to individuals in the Juvenile Justice System. She is also a parent of an individual with autism. She is a past president of the Harrisburg Chapter of the Autism Society of America.
Amy Calderone, Service Director, Home and Community Support Services

Amy has been with the organization since 1994, where she started as a student intern while earning her Bachelors Degree in Human Development and Family Studies from Penn State University. As an intern Amy worked in each service area within the agency and she was hired to work at the agency at the close of her internship. Amy has a special interest in working with families and focuses on family recruitment for the agency.
Janelle Graham, Service Director, Residential Services

Janelle Graham holds a Bachelor's degree University in Social Welfare from Shippensburg University and has been employed with Keystone for approximately 30 years. She has held various management positions within the organization and has developed expertise in serving children and adults with mental retardation and mental illness through residential services, including group homes and family homes. She has also led service expansion throughout various counties in Pennsylvania. She has participated and chaired many state, county and agency committees in the areas of Psychosocial Rehabilitation, Person Centered Planning and Quality and Leadership training.
Judith Webb, Service Director, Director of Training and Quality

Judith (Judy) has worked for Keystone since 1983. In the 20 years that Judy has worked for Keystone she has held various direct support and management positions, all in supporting people with mental retardation. Many of the years of her work at Keystone were with the Family Living Program. Her experience providing direct support to individuals has prepared her very well for her responsibilities in program management, training, quality and licensing. This position involves overseeing employee training and licensing requirements as well as the quality processes utilized and developed by the agency.
