Keystone Autism Services Agency Leadership Biographies

Robert Baker, CEO

Robert (Bob) Baker brings over 25 years of diverse administrative experience in health systems and managed care programming to his role at Keystone Human Services. As vice president of operations for Keystone Service Systems, Inc., Bob is responsible for the oversight and supervision of Keystone Human Services of Lancaster, Keystone Human Services North Central and Keystone Children & Family Services. He is also responsible for developing the Keystone subsidiary, Keystone Autism Services, where he serves as CEO.
Prior to joining the Keystone family in 2007, Bob worked in various capacities with the Penn State University Milton S. Hershey Medical Center for 14 years, most recently as the administrator of the University Physician Group. Before entering the Central Pennsylvania healthcare community, he was in New York, serving as the assistant vice president of medical programs at the Albany Medical Center. Bob attended Syracuse University, where he earned master’s degrees in social work and public administration.
Jim LaGraffe, Acting Executive Director

Jim LaGraffe serves as the acting executive director for Keystone Autism Services. After receiving a Bachelor of Science degree from the State University of New York at Oswego, he completed graduate studies at the Maxwell School of Citizenship at Syracuse University, where he studied public administration.
Also serving as the executive director of Keystone Human Services of Lancaster, Jim has been honing his leadership skills within human services organizations since 1990, and he comes to Keystone with an impressive foundation of experience in the community-based advancement of individuals with intellectual disabilities. He has participated in numerous community and organizational committees dedicated to the highest standards of support.
Committed to the healthy and effective provision of human services, Jim is dedicated to ensuring that all staff of Keystone Autism Services and Keystone Human Services of Lancaster receive the training and support needed to complete their duties. He is available to all staff and service recipients to discuss their questions and concerns as an active component of his primary goal: To establish Keystone Autism Services and Keystone Human Services of Lancaster as the premier point of choice for anyone requiring services or seeking a career helping others.
Andrew Centrone, Director of Provider Relations

Andrew Centrone serves as the Director of Provider Relations for Keystone Autism Services' Adult Community Autism Program (ACAP). Prior to joining Keystone Autism Services in December 2010, he spent twenty years working in the health insurance industry and continues to maintain his Pennsylvania insurance license in accident and health. Andrew has worked primarily with Pennsylvania Medicaid managed care and special needs Medicare Advantage programs. From 1990 to 1996, he was part of the marketing department for Mercy Health Plan in Philadelphia. He then joined the marketing team at Keystone Health Plan Central Medicaid until 1998. From 1998 to 2010, he served as a Provider Relations Representative for Gateway Health Plan, where he provided services and support to the physician network in Central Pennsylvania, including primary care, and specialty and hospital health systems. He earned his bachelor's degree in business from the University of Scranton.
Luann Brechbill, Behavior Health Practitioner

Luann Brechbill is a Behavior Health Practitioner, Team Leader for the Adult Community Program (ACAP). She has eleven years of experience working with persons living with Autism Spectrum Disorder (ASD). She began her career working with adults with intellectual disabilities and mental health disorders in residential settings, first as a unit manager, then as a behavior consultant. For six years, she worked in a socialization program that served children with Autism Spectrum Disorder as a behavior specialist consultant and later as a program coordinator. She also served as a special education supervisor at a program for adjudicated youth. Luann earned her bachelor's degree in psychology and her master's degree in educational psychology from Edinboro University. She also holds a master's degree in special education from Mercyhurst College.
Genevieve Harper, Behavioral Health Specialist

Genevieve comes to ACAP with 16 years of experience servicing individuals with autism spectrum disorders. She got her start when she began teaching in the public school system of New York City while getting her Master's Degree in Special Education from Teachers College, Columbia University. From there she spent years as a teacher of children with autism in the private and public sectors, worked as a consultant for school districts in CT, MD and MI, was an adjunct faculty member for the education department of the University of Detroit Mercy, and spent seven years providing service to adults with autism and/or other intellectual and mental health disabilities through the Arc of Washington County's Intensive Behavior Management Program in Maryland. She came to Keystone in January, 2006 and continues her commitment to service to those with autism spectrum disorders as a Behavioral Health Specialist for ACAP.
Andrew Miller, Behavior Health Specialist

Andrew Miller, M.S., BCBA, is a Behavior Health Specialist for Keystone Autism Services (KAS). Before joining KAS, he served as a Behavior Specialist Consultant, Program Specialist, and Community Support Associate. Andrew has an associate's degree in professional writing, a bachelor's degree in psychology, a master's degree in psychology (including a master's thesis on dual diagnoses and psychotropic medication use), has completed a graduate certificate program/supervised fieldwork in applied behavior analysis (ABA), and is a Board Certified Behavior Analyst. With 13 years experience in the field of human services, Andrew has worked with children and adults with intellectual and developmental disabilities, as well as mental health disorders. Most of this work has been directly with individuals with Autism Spectrum Disorders, and behavioral disorders. Andrew has worked in various settings, including schools, homes, group homes, and in the community. His interests and areas of training offered include ABA, ethics of ABA, functional behavior assessment (FBA), people-first language, data collection and documentation, behavior support plans, social skill assessment and training, and positive behavior supports.
Khristine Garcia Osorio, Behavior Health Specialist

Khristine graduated from Towson University in 1990 with a Bachelor's of Arts in Psychology and minors in Political Science and Spanish. While studying at Towson, she was inducted into the Psy-Chi honor fraternity during her junior year. Following graduation, Khristine went to study Spanish Language and Culture at the University of Seville, Spain. While living in Spain, Khristine taught English as a Second Language. Upon returning to the United States, Khristine began working in the mental health field. She gained valuable experience by working in diverse environments such as working with individuals with intellectual disabilities, working in inpatient psychiatric hospital facilities and partial hospitalization programs with children, adolescents and adults. Khristine also has experience in Adult Education as an instructor of English as a Second Language and as a health coordinator in Early Childhood Education programs. Khristine completed her Graduate work at Capella University and received her Master's of Science in Educational Psychology in 2006. Afterwards, she worked as a Behavioral Specialist Consultant specializing in working with children and adults with Autism Spectrum Disorders. Khristine accepted a position of Behavior Health Specialist with Keystone Autism Services Adult community Autism Program in April of 2009.
David Stevenson, Behavior Health Specialist

David serves as a behavior health specialist for Keystone Autism Services' Adult Community Autism Program (ACAP). Before joining Keystone in October 2010, he spent eleven years working in youth and family services in various congregations. He received a direct commission as a captain in the U.S. Army and served as a chaplain, focusing on the needs of soldiers and their families as they prepared for and returned from combat deployment. After his service in the military, he began working as a mobile therapist and a behavioral specialist consultant, serving children with Autism Spectrum Disorders.
He received a bachelor's degree in psychology from Grove City College and a master's degree from Westminster Theological Seminary, where he studied counseling and theology.
