Paul Smith has served on the Keystone Human Services International Board of Directors since 2005, and since 2009 has served as its Vice Chairman. Paul moved to Harrisburg in 2003 after retiring from a career in the U.S. Diplomatic Service that spanned 35 years. During his career, Paul specialized in developing people-to-people relations with the countries of Eurasia, particularly in the areas of educational and youth exchanges. His diplomatic service included assignments as U.S. Consul General in St. Petersburg, Russia and as Deputy Chief of Mission at our Embassy in Moscow. Today, Paul continues to provide consulting services to a number of U.S. Government agencies and non-government institutions devoted to international exchanges and youth issues.
In addition to his service with Keystone Human Service International, Paul serves on the boards of the George F. Kennan Institute, American Councils for International Education, the Rostropovich – Vishnevskaya Foundation, and the national council of the Boy Scouts of America.
Paul is a member of the St. Ann Byzantine Catholic Church of Harrisburg and is married to Christine Bilynsky Smith, his bride of 37 years. Paul proudly served in the U.S. Army from 1966 to 1970.
