Todd Shamash, Esq.
Todd Shamash currently serves as the Vice President of Legal and Regulatory Affairs for Capital BlueCross. In this capacity, he has oversight over all legal, regulatory and government affairs matters for the corporation.
Prior to joining the Capital BlueCross team, Mr. Shamash served as deputy chief of staff for Pennsylvania Gov. Tom Corbett, where he was responsible for health care and insurance matters and also served as a trustee on the Pennsylvania Employee Benefits Trust Fund (PEBTF).
Prior to serving in the governor’s office, Mr. Shamash was senior counsel and director of Government Affairs for Jefferson Health System in Radnor, Pa. He focused on risk bearing, quality and insurance matters including assisting in the operation of a captive insurance company. Mr. Shamash has also held positions with the Pennsylvania Insurance Department and U.S. Congress.
Mr. Shamash is a current commissioner of the Pennsylvania Department of Banking and Securities and current council member of the Pennsylvania Healthcare Cost Containment Council (PHC4). Mr. Shamash is a graduate of the University of Kentucky and the Dickinson School of Law of the Pennsylvania State University. Todd, his wife, son and daughter reside in Camp Hill, Pennsylvania.
