Portrait Dr. Hector Richard Ortiz

Dr. Hector Richard Ortiz is the Director of the Office of Health Equity with the PA Department of Health. Before coming to the commonwealth, Dr. Ortiz was the Community Liaison and Contract Manager for Dauphin County Human Services. Hector is a charter member of the Harrisburg Keystone Rotary Club and served as District Governor of Rotary International for the Year 2013-2014 in District 7390. Hector serves in different boards and committees at the local, state and national levels. Hector was appointed in 2012 to serve in the Health Equity Council Region III and currently serves as Co-Chair. The RHEC coordinates actions with the Office of Minority Health and the National Plan Partnership for Action initiatives to eliminate health disparities. Hector has attended and presented at several conferences, symposiums and summits related to health inequities/health disparities, both in the public health and healthcare arenas.

Hector has been working with issues of health, human services, civil rights, equity, equality, socioeconomic disparities, diversity and inclusion for the past 20 years. Dr. Ortiz holds his Doctorate in international relations, master's degree in diplomacy and bachelor's degree in civil engineering from the Guayaquil State University. Dr. Ortiz also received an Honorary Doctorate Degree on public service. This Doctorate of Human Letters, L.H.D., was given by Central Penn College in 2011. Dr. Ortiz is the president of H.R. Ortiz Communication and Consulting Services and author of The Creative Energy of Positive Thinking: A Basic Approach to the Genuine Concept of Happiness.
