Dr. Janet Kelley joined Keystone in 1997 serves as Vice President of Clinical Services. Her responsibilities include clinical, quality and staff development functions for Keystone Human Services and for the subsidiary corporations. In addition, Janet has operational responsibility for Keystone Human Services Central PA, Keystone Human Services Mid Atlantic, Keystone Services of Maryland, Keystone Community Mental Health Services and The Keystone Institute.
Janet comes to Keystone with extensive expertise in management, program development, program evaluation and psychological services both in the public and private sector. She developed and directed a State Mental Hospital inpatient unit and directed Clinical Departments of Psychology, Social Services, Vocational Rehabilitation, Occupational Therapy, Therapeutic Recreation, Chaplaincy and Volunteer Resources for a large urban and a large rural hospital. She developed and directed county-wide crisis intervention, support services and residential services as well as designed the state-wide Community Residential Rehabilitation Program and directed the Division of Evaluation for the Office of Mental Health (now OMHSAS). She established a Partial Hospitalization Program and was Clinical Director and Assistant Administrator for an outpatient clinic. Prior to joining Keystone, Dr. Kelley owned and operated her private psychological group practice providing psychotherapy and consultative services.
Janet earned her bachelor's degree in psychology and master's and doctorate in clinical psychology from the Pennsylvania State University where she was awarded a two-year NIMH Research Fellowship. She taught management development and clinical courses at the Pennsylvania State University and Lebanon Valley College.
